De vlucht was de eerste in Europa die plaatsvond in het bovenste luchtruim waar commerci\u00eble vliegtuigen vliegen. Het Europees MALE RPAS-project onderzoekt de integratie van onbemande vluchten in het totale luchtverkeer, met als doel een veilige en effici\u00ebnte co-existentie tussen bemande en onbemande vliegtuigen te waarborgen.<\/strong><\/p>\n\n\n\n<p>Een Duitse Heron TP-drone van de Duitse strijdkrachten (Bundeswehr) heeft gevlogen van Schleswig in Duitsland naar Leeuwarden in Nederland en terug. De vlucht was de eerste in Europa die plaatsvond in het bovenste luchtruim. Het was uitgevoerd als onderdeel van een onderzoeksproject door de Europese Defensie Agentschap (EDA), dat tot doel heeft om op afstand bestuurde, onbemande vliegtuigen te laten navigeren door gedeeld luchtruim wanneer nodig. Naast het Instituut voor Vluchtbegeleiding bij het Duitse Ruimtevaartcentrum (Deutsche Zentrum f\u00fcr Luft- und Raumfahrt; DLR), dat de hoofdaannemer is, waren de NLR en de Duitse strijdkrachten betrokken.<\/p>\n\n\n\n<p>De Duitse Heron TP is een groot onbemand voertuig dat behoort tot de Duitse luchtmacht. Het heeft een spanwijdte van 26 meter en kan meer dan 24 uur vliegen. De drone steeg op van Schleswig en maakte zijn eerste klim binnen militair luchtruim. Vervolgens werd het overgedragen aan de Duitse civiele luchtruimbeheerder, Deutsche Flugsicherung (DFS), en EUROCONTROL Maastricht Upper Area Control Center (MUAC). Het bovenste luchtruim, waar commerci\u00eble vliegtuigen vliegen, begint op een hoogte van 7.500 meter. Tijdens de vlucht klom de drone tot 8.500 meter in MUAC-luchtruim. De route volgde de Duitse kust en ging door naar Nederlands luchtruim, waarbij Leeuwarden werd bereikt voordat de drone terugkeerde naar Schleswig.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Overwegingen voor integratie in civiel luchtruim<\/h2>\n\n\n\n<p>Als onderdeel van het &#8216;Accommodatie en Validatie van Medium Altitude Long Endurance Remotely Piloted Aircraft Systems&#8217; (MALE RPAS)-project onderzoeken onderzoekers ook hoe de integratie van onbemande vluchten in civiel luchtruim het totale luchtverkeer be\u00efnvloedt. Tot nu toe was empirische data hierover schaars. Het is mogelijk dat veranderingen in de luchtruimbeheer nodig zijn of dat drones extra capaciteiten nodig hebben. De projectdeelnemers hebben afspraken gemaakt om de verstoring van het normale luchtverkeer te minimaliseren. Een uitdaging is het verschil in snelheden tussen vliegtuigen, aangezien de Duitse Heron TP langzamer is dan andere vliegtuigen op deze hoogte.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Voorbereidingen voor een veilige vlucht<\/h2>\n\n\n\n<p>Voordat de vlucht plaatsvond, onderzocht het projectteam de verschillen tussen bemande en onbemande luchtvaart, voerde risicoanalyses uit en beoordeelde de capaciteiten van de drone. Op basis hiervan konden de luchtruimbeheercentra de haalbaarheid van een veilige vlucht in civiel luchtruim beoordelen. De resultaten van het project zullen een kader bieden voor vergelijkbare projecten in Europa, waarin de voordelen en uitdagingen van het aanpassen en integreren van onbemande platforms worden belicht en manieren worden gezocht om eventuele veiligheidslacunes te dichten.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">NLR\u2019s role<\/h2>\n\n\n\n<p>De rol van NLR Als onderdeel van dit project richt NLR zich op het overtuigen van luchtruimbeheerders (ANSP&#8217;s) dat het opereren van een onbemand vliegtuig geen afwijking van de norm is. NLR heeft een Conops (Concept of Operations) ontwikkeld met een algemeen veiligheidsplan dat procedures voor veilige RPAS-operaties beschrijft, inclusief scenario&#8217;s waarin de commando- en controlelink (C2) verloren gaat.
