EBT introduces a specific challenge to national authorities: the shift from criteria-based oversight to performance-based oversight. In order to develop resilience in specific operations each EBT programme must be unique, and an inspector you need to be well informed and be able to identify when an EBT programme is flourishing and when it is floundering. Furthermore, continuous improvement is a core EBT value, and authorities must beside monitoring compliance, also stimulate operators to evolve their EBT programme – this truly develops aviation safety.
