EBT introduces a unique challenge to regulators: the shift from criteria-based oversight to performance-based oversight. Each EBT programme is unique in order to develop resilience in specific operations.
As an inspector you need to be well informed and knowledgeable to identify when an EBT programme is flourishing and when it is floundering. However, continuous improvement is a core EBT value, and regulators must also stimulate operators to attain an improved EBT, instead of only disapproving bad practices – this truly develops aviation safety.
